ENGLEWOOD, Colorado – Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of strategic solutions to telecom operators worldwide, today announced that the number of confirmed activations carried by the Company’s Dynamic SIM Allocation™ (DSA) solution has now reached 140 million SIM cards – nearly a 100% increase in a period of just over a year.

In addition to leading the dynamic provisioning industry in the number of “live” customers and total activations, Evolving Systems has unequaled experience in customer implementations based on its successful six-year track record following the launch of DSA in 2007. The Company now has contracts with customers in the Middle East, Africa, Mexico, South America and Asia – all of which benefit from a wide array of DSA advantages, ranging from operational efficiencies and improved business agility to cost savings and enhanced customer loyalty.

DSA streamlines SIM logistics, helping mobile operators increase the supply of SIMS in the market, while reducing costs related to phone number acquisition and network resource allocation by deferring the SIM card activation to when it is first placed in the phone. While offering an enriched user experience for mobile broadband services – easy prepaid registration, intelligent SIM swap and locking – carriers using DSA are able to greatly simplify the end-user experience by enabling language and number selection, tariff plans and promotions directly through the handset at the time of first use.

In the first quarter of 2013, Evolving Systems announced that Globe Telecom, a key challenger brand in the Philippines, had launched the solution to manage its SIM inventory more efficiently and improve the customer experience for its prepaid subscribers. Globe will become the first carrier in the Philippines to enable prepaid subscribers to choose their preferred number at the point of activation, thereby affording the carrier a significant competitive advantage in that country.

In addition to expanding DSA’s reach in terms of users, customer numbers and geographical range, Evolving Systems continues to deliver innovation to the DSA technology platform itself. Competing effectively and gaining market share is of paramount importance to this customer as the second largest mobile operator in their country. For MVNOs, being able to use an existing operator’s infrastructure means banks, supermarkets and other outlets can set up their own mobile service without having to invest in expensive network equipment. For operators, having the ability to quickly ramp new MVNOs into their networks is key to maximizing their revenues in this growing market segment.

LTE is among the fastest-growing mobile network technologies, as operators invest to provide the mobile data services demanded in markets around the world. In 2012, approximately one hundred new commercial networks were launched, and 2013 is expected to see similar growth.

The SIM Reservation Portal™ enables mobile operators to bring the benefits of DSA to more customers through more sales channels.

DSA is the new standard in SIM Card Activation. It enables mobile operators to sell any product in any channel, at the same time improving operational efficiency in SIM logistics and the use of network resources. Prepaid customers are offered unprecedented scope for personalization, and greater engagement with existing customers helps to improve loyalty and reduce churn.

The SIM Reservation Portal brings service personalization to more customers, and makes the buying process easier. Working alongside DSA’s on-device personalization, the SIM Reservation Portal allows an operator to extend DSA into an interactive web site, or a kiosk application. It brings DSA-powered service personalization to customers at a convenient time and place, to fit with their busy lifestyle.

Through the SIM Reservation Portal, customers select the mobile service and options they want. They can search for and reserve a ‘Vanity’ or ‘Golden’ number, and the SIM Reservation Portal can also collect information about a customer. The completed ‘reservation’ is passed to the operator’s point-of-sale system, and the customer can then pick up a generic DSA SIM from any outlet – there’s no need to spend time in the store selecting service options, as the SIM is linked with the existing reservation. Then, when DSA detects the SIM attaching for the first time to the network, it dynamically provisions all the customer’s pre-selected options.

DSA brings a number of compelling benefits to Globe. By offering a more tailored service to its subscribers at the point of activation, including dynamic number selection, Globe will be the first carrier in the Philippines to enable prepaid subscribers to choose their preferred number, something that has never been done in the country before.

In today’s hyper competitive wireless markets, knowing more about your customer is gold dust for operators.   • South Asian Operator to rely on leading service activation solution as it gets ready for 3G

ENGLEWOOD, Colorado – Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of strategic solutions to telecom operators worldwide, today announced that the Company’s Tertio® Service Activation solution will help drive a long standing South Asian customer’s launch of new services on its next-generation network. Evolving Systems’ convergent mediation solution, Evident®, will also be used to support voice, data and content services with real-time quality of service billing.

After carrying out an in-depth evaluation, the operator highlighted the need for a centralized provisioning system and selected Evolving Systems’ Tertio as the best platform to support its move to a next-generation 3G-ready network. Underlining the strength of its longstanding relationship, Evolving Systems was one of very few vendors retained by the operator through its network transition process.

The network upgrade will deliver increased capacity and ensure the operator is ready to accommodate 3G services when they come on stream. The company expects to grow its subscriber base from its current figure of approximately 29 million as it expands market share through the new network. Tertio will be used to activate all new subscribers, playing a key role in managing expected future network growth.

As part of the upgrade, a new home location register (HLR) will be deployed, allowing the operator to migrate subscribers from the old database onto a new one.

ENGLEWOOD, Colorado – Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of strategic solutions to telecom operators worldwide, today announced that one of its well-established Latin American customers has placed a significant order to upgrade its Dynamic SIM Allocation™ (DSA) system.

DSA has been in production at this customer since early 2011 and currently activates on average 50,000 prepaid SIM cards per day. This order represents a significant extension to the existing system that will further enhance the end-user activation experience and ensure greater business efficiencies through a tighter integration with the customer's network.

In addition, DSA will now be used to activate postpaid/contract customers as well as prepaid; support non-handset devices, such as mobile broadband dongles; and provide the operator with more information on how well its SIM cards and services are selling.

ENGLEWOOD, Colorado – Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of strategic solutions to telecom operators worldwide, today announced that a tier 1 operator in China has selected the Company’s Dynamic SIM Allocation™ (DSA) solution.

There were three main drivers behind the operator’s decision to select DSA. Most importantly, DSA will enable the operator to offer number selection to its subscriber base. In a country where numbers hold cultural significance, being able to select premium or vanity numbers will provide a key differentiator.

DSA will allow the operator to significantly increase the supply of SIM cards in the market, without incurring unnecessary costs, as resources such as numbers and network space are only allocated when the SIM card is first activated and used. This change in the activation process will result in the operator achieving substantial efficiency and cost savings.

Finally, DSA will introduce new flexibility into the operator’s sales channels. A dynamic interaction with the subscriber on first use can be easily updated to introduce new products to the market, using SIM cards already in retail outlets, saving time over existing methods.

DSA will allow the operator to distribute ‘blank’ SIM cards and the subscriber will see menus displayed on their handset the first time the SIM is inserted into the phone. Shown in their local language, the menu will allow the subscriber to search for a preferred mobile number and select a tariff plan.

DSA will allow MTN to achieve more efficient use of its network capacity and load balancing across its Home Location Registers (HLRs). By using the solution, MTN will also achieve number allocation efficiencies, as numbers do not have to be predefined on the HLR.

Until now, MTN had used a traditional pre-provisioning approach for new SIM cards. This means it had to buy its numbers from the national regulator and pre-load them on its HLRs. The new system means that it will no longer have to buy numbers as frequently as before.

This project is also an investment in better services for MTN’s customers. MTN plans to use DSA’s on-device user interaction to offer customers more choice and personalization when activating a new phone.

The Company's Board of Directors has voted unanimously in favor of the transaction. In addition, the Singer Family Trust, which holds approximately 23% of Evolving Systems' outstanding shares, has indicated its support of the transaction.

Evolving Systems will call a special meeting of stockholders to seek approval of the transaction and issue a proxy statement containing detailed terms and conditions of the proposed sale, which proxy statement is subject to SEC review. arrowEvolving Systems Survey Reveals Clear Revenue Generating Opportunity for European Operators from Personalized Services

ENGLEWOOD, Colorado – A new survey from Evolving Systems, Inc. (NASDAQ–EVOL) reveals the potential for European telecoms operators to tap into new revenue streams by delivering number choice and other personalized service offerings to prepaid customers.

The survey, carried out in spring 2010, polled the views and opinions of 500 prepaid mobile phone subscribers across the UK, France, Germany, Italy and Spain.

More than 30% of respondents in each country said they would be prepared to pay a premium for the ability to select their own number – depending on cost. The proportions are highest in France (45%) and Italy (43%).

Of those users who stated they would be prepared to pay a premium, around 25% said that they would pay between €6–50 (between £6 and £50 in the case of UK users). France had the most engaged set of respondents in this respect with 31% fitting into this category.

"These figures will give wireless operators food for thought," says Evolving Systems´ Chief Technology Officer Stuart Cochran. "If operators could convert these percentages of their prepaid mobile subscriber base to number personalization, they would gain a significant incremental revenue source. There clearly is a potential market in these key European countries for personalized number selection and it is equally clear that this market remains largely unexploited so far."

The survey finds that only a small proportion of prepaid users have ever been offered the opportunity to select their own mobile number. Just 13% of prepaid French users (and only 21% of those in Italy), for example, had been given this option when buying a prepaid SIM card.

Available Options
When prepaid users are offered number choice, it is typically provided through a retail store. This option was the most popular route in every country surveyed apart from Germany. Very few subscribers had been offered a choice of numbers via their mobile phone screen. In Italy, just 3% of those prepaid users who had ever been given the chance to select their own mobile number had been offered it in this way.

Yet, when asked how they would like to choose the number, selecting it via the phone´s screen scored well. In the UK, it is clearly preferred to going into a retail store and being helped by a salesperson and in every other country surveyed it is at least competitive with that option.

According to Cochran, "This underlines the potential of a different approach to provisioning such as our own Dynamic SIM Allocation™ (DSA) solution, for example, that offers personalization such as number choice to customers when they use a mobile device for the first time. Not only is this more convenient for the customer, it also gives them a much wider choice of numbers and the ability to search for vanity numbers that are memorable or have special meaning.

"In networks that are already offering number selection using DSA, we are seeing take–up ahead of our expectations, driving revenue, with the potential to increase loyalty," Cochran added. "The time of first use also presents an ideal opportunity to offer additional, value–added services to new customers. The same on–device dialogue that supports number choice can also be used to offer device–specific price plans or location–based promotions, further increasing the incremental revenue opportunity."

Evolving Systems' Dynamic SIM Allocation™ solution allows new subscribers to select their own mobile number from a menu displayed on the handset when they buy and activate a new SIM card. The subscriber can choose their language (currently Bahasa Indonesia or English), select an Indosat package and tariff and then enter the pre–paid registration details.

The inexpensive number selection feature is expected to be very popular in the highly competitive Indonesian market. For just Rp1,500 (approx. USD 15c) Indosat will allow subscribers to choose their own number. Customers can also view ‘golden numbers' which may consist of repeated digits or numbers with multiple ‘8's – a number linked with prosperity in the Asia region– which can be bought for between US$3 and US$100 and paid for via top–ups or using an ATM.

Indosat is also simplifying its offering by launching a generic SIM card which allows the subscriber to choose their brand/tariff when they activate it. In doing so, it will dramatically reduce the number of card types in the market, while at the same time benefitting dealers who will only need to stock one type of Indosat SIM card. This will also simplify the logistics and stock management and will allow Indosat to complete ordering and delivery in a shorter timeframe.

ENGLEWOOD, Colorado – A recent survey from Evolving Systems, Inc. (NASDAQ–EVOL) reveals that if wireless operators fail to offer number choice and other personalized services, they risk a significant proportion of their prepaid subscribers defecting to their competitors.

The survey, carried out in spring 2010, polled the views and opinions of 500 prepaid mobile phone subscribers across the UK, France, Germany, Italy and Spain.

According to the research, at least 35% of respondents in every country, and significantly more in France and Germany (44% in both), would consider switching to another service provider if it was able to offer them the ability to select a number and their current provider was not. The main reason respondents gave for wanting to choose a number was to make it easier to remember and 32% or more of respondents in each country said they would be prepared to pay in order to choose a number.

The survey also found that at least half of respondents in all of these countries, rising to 62% in Italy and Spain and 55% in France, would consider switching to another provider if it was able to offer a range of personalized services and their current provider was not. The survey asked respondents about their interest in, and concerns about, a range of personalized services including loyalty schemes and innovative two–sided business models, such as sponsored and advertising–supported services.

"Leading operators in the surveyed countries already have blended churn rates of well over 30% a year, a number that could get worse if they fail to offer their customers number choice and other personalized services and a competitor does," says Stuart Cochran, Chief Technology Officer at Evolving Systems. "The challenge for operators is how they engage effectively with subscribers in order to drive up loyalty levels.

"Historically, this has been difficult. Typically, operators have had little, if any, information about a large proportion of their customer base, prepaid users," adds Cochran. Due to the operator's rapid growth, and in order to comply with number utilization regulations imposed by ANATEL, Brazil's telecommunications regulator, the operator faced an urgent need to optimize its SIM card provisioning process in a very short time frame. The operator carried out an industry–wide evaluation of solutions using functionality, flexibility and vendor experience as key selection criteria and, after a stringent RFP process, chose Evolving Systems' DSA solution.

Once in production, DSA will revolutionize the operator's SIM provisioning process, enabling it to activate SIM cards ‘on–the–fly' upon first use, thereby optimizing phone number usage, streamlining SIM logistics and reducing network overhead costs. DSA will also help the operator offer a unique customer experience to its subscribers by allowing dynamic phone number selection and other value added services right to the user's handset upon first use of the network.

The initial phase of the DSA solution, which went live in June last year, allowed the operator to satisfy regulatory requirements by successfully implementing efficient allocation of numbers via the handset. The second phase of the project will extend the use of the solution to incorporate non–handset devices, such as mobile broadband dongles, via a web interface on the subscriber's PC or laptop.

The second phase of the project will also support number selection, allowing the operators' prepaid subscribers a choice when selecting their phone number. This will enhance the user experience as well as provide the operator with an opportunity to generate revenue through the sale of vanity numbers. The DSA solution will collect real time customer data enabling the operator to send targeted marketing messages and promotions directly to subscribers through the handset.

On May 13, 2009, the United States FCC adopted an order decreasing the number porting interval for the majority of fixed line and intermodal ports, such as wireline to wireless, from four days to one day, and imposed an aggressive timeline for operators to comply with the newly reduced intervals. As a major supplier of number porting solutions to fixed line operators in the U.S., Evolving Systems worked with operators and standards committees to ensure all the necessary updates will be available to its customers to meet the announced deadlines.
