Wireless network operators need to effectively manage their MSISDNs to meet demand, whilst also meeting the requirements of their local numbering authority.

It is common for authorities to impose strict requirements on existing number utilization before they will release new numbers. Wireless operators have to demonstrate that at least a minimum percentage of their allocated numbers are in use by active subscribers, before being granted any new number ranges.

With the most common pre-provisioning model every prepaid SIM card in the distribution channels has a MSISDN allocated with it, whether it is being used by an active subscriber or not. With a rapidly growing or high-turnover subscriber base this may represent a very large number of MSISDNs. Wastage of MSISDNs can also occur through SIM cards being lost or damaged.

These two factors often make it very difficult for a wireless operator to balance meeting market demand with meeting regulatory requirements for MSISDN utilization. If the regulator imposes charges for ranges of MSISDNs, then it can also represent a large cost to the operator.

This means that SIM cards in the distribution channels do not tie up MSISDNs, and a lost or damaged SIM card does not mean a wasted MSISDN.
